The HELP document is a collaboratively developed document to aid air operations deconflictions.
It was developed and is owned by the British Helicopter Association, Emergency Services Committee for the express purpose of coordinating emergency aircraft at an incident. This involved members of the committee including representatives of the Association of Air Ambulances (AAA) and National Police Air Service (NPAS). It was apparent that there was a need for a simple and widely disseminated policy to ensure co-ordination between two or more helicopter resources attending the same incident with regard to safety, priority of tasking and efficient use of resources.
As a result the BHA Helicopter Emergency Liaison Plan (HELP document) was produced to assist with de-confliction, for the HEMS tasking authority to notify the NPAS Dispatch and Flight Monitoring Centre of the activation and tasking area of aircraft under their control.
